काठमाडौं । नेपाल विद्युत प्राधिकरणका कार्यकारी निर्देशक कुलमान घिसिङको ४ वर्षे कार्यकाल आज आइतबार राति १२ बजे सकिँदै छ । २०७३ भदौ २९ मा कार्यकारी निर्देशक नियुक्त भएका कुलमान घिसिङको ४ वर्षे कार्यकाल सकिँदै गर्दा अब प्राधिकरणमा अबको प्रमुखका रुपमा को आउँछन् भन्ने टुंगिएको छैन ।
उनले आइतबार प्राधिकरणमा यो कार्यकालको अन्तिम पटक हाजिर गरे । अब अर्को कार्यकलका लागि नियुक्त भए मात्रै उनी प्राधिकरण फर्किनेछन् ।
२०५१ सालमा सातौं तहको इन्जिनियरबाट नेपाल विद्युत प्राधिकरणमा प्रवेश गरेका घिसिङ २०७३ भदौ २९ गते प्राधिकरणको कार्यकारी निर्देशकका रुपमा नियुक्त भएका थिए ।
चिलिमे जलविद्युत कम्पनीबाट प्राधिकरणको केन्द्रीय कार्यालयमा तानिएर जिम्मेवारीविहीन बनाइएका कुलमानलाई तत्कालीन प्रधानमन्त्री पुष्पकमल दाहाल प्रचण्ड र तत्कालीन उर्जामन्त्री जनार्दन शर्माले कार्यकारी निर्देशकमा नियुक्ति गरेका थिए ।
कुलमान दोस्रो कार्यकालका लागि दोहोरिने चर्चा पनि छ । तर, अहिलेसम्म मन्त्रिपरिषदमा उनलाई दोहोर्याउने गरी प्रस्ताव पुगेको छैन ।
मन्त्रिपरिषदको नियमित बैठक सोमबार मात्रै भएकाले प्राधिकरणका नयाँ कार्यकारी निर्देशक नियुक्तिको निर्णय भोलि मात्रै हुने सम्भावना छ ।
सरकारले कुलमानलाई नदोहोर्याउने इच्छा गरेपनि जनस्तरबाट दोहोर्याउन दबाव छ । अर्को कार्यकालमा दोहोरिन घिसिङ आफैं पनि इच्छुक छन् ।
पहिलो कार्यकालमा १८ घण्टासम्मको लोडसेडिङ हटाएर प्राधिकरणलाई ३४ अर्ब सञ्चित नोक्सानीबाट ५ अर्बको सञ्चित नाफामा लगेको भन्दै घिसिङलाई दोहोर्याउन विभिन्न क्षेत्रबाट माग भएको छ ।
अहिलेसम्म मन्त्रालयले नयाँ कार्यकारी निर्देशक नियुक्ति गर्ने, कुलमानलाई निरन्तरता दिने वा निमित्तका रुपमा अरुलाई नै काम गर्न दिने भन्नेबारे ऊर्जा मन्त्रालय मौन छ ।
विद्युत प्राधिकरण ऐनको दफा १७मा प्राधिकरणको कार्य सञ्चालनको निमित्त मुख्य प्रशासकीय अधिकृतको रुपमा समितिले एकजना महाप्रवन्धक र आवश्यकता अनुसार सल्लाहकार र कर्मचारीहरु नियुक्ति गर्न सक्ने व्यवस्था छ । साधारणसभाको व्यवस्था नभएसम्म त्यस्तो मुख्य प्रशासकीय अधिकृतको रुपमा नेपाल सरकारले एकजना कार्यकारी निर्देशक नियुक्ति गर्ने ऐनको व्यवस्था छ ।
यसका आधारमा घसिङलाई पुनः नियुक्ति दिन कुनै कानूनी बाधा अड्चन छैन । ऊर्जामन्त्रालय भने कार्यकारी निर्देशकका लागि खुला प्रतिस्पर्धा गर्ने मनस्थितिमा छ ।
लोकप्रिय बनेका कुलमान घिसिङलाई दोहोर्याउँदा प्राधिरकणले गरेका कामको जस आफूले नपाउने डर सरकारलाई छ ।
